In this example, I am changing my timezone to Australia/Sydney. One must remember to set also the TZ in the OS environment and to bounce the database, listener and any application server using the database where the commands below have been executed.

SQL>connect / as sysdba

Connected.

SQL>ALTER database SET TIME_ZONE = '+0:00';</p> <p> </p> <p>Database altered.</p> <p> </p> <p>SQL>select DBTIMEZONE from dual;</p> <p> </p> <p>DBTIMEZONE</p> <p>----------------</p> <p>Australia/Sydney</p> <p> </p> <p>SQL>ALTER database SET TIME_ZONE =  'Australia/Sydney';</p> <p> </p> <p>Database altered.</p> <p> </p>'
